New Google TV Streamer remote shortcut button doesn't work

I just bought the Google TV Streamer and decided to try customising the shortcut button. Unfortunately despite what all the guides I see online say, when I press the shortcut button morning happens. 

I went to settings > remotes and selected the remote (which is listed as "Google TV Remote", then clicked on "Customisable button" and it just has a message saying to press the star/shortcut button, and also that this option requires Google TV Streamer Voice Remote", which as far as I can tell is what I got with the device.

Previously when I was pressing the button nothing was happening, but while I was writing this I happened to press it again while the selection indicator (the white box around an icon on the home page) was on "Quick Settings", and the page sort of flashed and briefly reloaded but apart from that nothing happened. It does the same if the selection box is on "Screensaver" or anything in the settings menu, or on an app icon on the home page but not when it's on the menu bar at the top of the page (the one that has the links for home, movies, shows and apps).

What's the deal? Pretty annoying as I'd like to customise the button to switch inputs, like I used to be able to do on the original Chromecast with Google tv.

If you followed all the steps correctly and still encounter the same issue when trying to configure the button to display device inputs, please follow the additional steps:

• Verify that your mobile OS and the Google Home app run the latest available versions.

• Remove the Voice Remote batteries for at least 10 seconds.
