Phone to Chromecast direct WiFi?

I do not have a home WiFi or internet connection, so have to use my phone as my internet, can I connect the WiFi on my phone directly to the Chromecast device and stream like that? I haven't bought one yet I wanted to make sure it would work before I did. Thanks

Unfortunately not, Chromecast requires Wi-Fi and an internet connection to function.
