If you previously performed a factory reset, we’re happy to report that the Google Home app update will reach all users today.
Please make sure you’re on version 3.30.1.6 for Android and 3.30.106 for iOS to set up your Chromecast (2nd gen) and Chromecast Audio. Check out this help center article if you need help updating the Google Home app.

If you did not perform a factory reset, your device should now function normally. If it is still not functioning as intended check the firmware version of your device by following the instructions here. If your device is not on the corresponding firmware version, please try rebooting your device to start the update process.
For users who have performed a factory reset, you will need to update your Google Home app to the latest version (3.30.1.6 for Android and 3.30.106 for iOS) to set up your Chromecast (2nd gen) or Chromecast Audio device again. The app roll out has begun and may take a few days to roll out to everyone. We’ll post a confirmation once the roll out to all users is complete.

Thank you again for your patience, we have some good news - the fix should reach all users today. If your device has received the update it should be on the following firmware versions:
Chromecast (2nd gen): Firmware version 1.56.467165
Chromecast Audio: Firmware version 1.56.467166
Check the firmware version of your device by following the instructions here. If your device is not on the corresponding firmware version, please try rebooting your device to start the update process.
Please note: If you performed a factory reset during the troubleshooting process, you may still be experiencing an issue where you cannot re-setup the device. The team is working diligently to resolve this, and we will provide next steps as soon as possible.

Set the date on your phone to before 7th March and set up your device(s). Then you can change the date back and everything should be back. It's a pain but it works.

For those who have also made a reset of their device: I can confirm what others have said. This approach works: Set the time of your phone to 05 January (for example), connect with Google Home to your Chromecast device. After some time this will initiate the download of the update. After that you may reset your phone to the current time and everything will work as before.

Realiza lo siguiente: pone la fecha en tu teléfono celular con la fecha 04 de marzo y luego realiza la configuración del dispositivo Chromecast normalmente. Suerte!!!

I have the updated app and it’s still not connecting to my phone after factory resetting. Any further advice? I removed the device from Google home app when it wasn’t working when I reset it in a hope this would work. Now I can not add the device back.

"I did factory reset. So, I changed date on my phone to March 7 (or earlier, as read from other's recommendations) and reconnected for updating. When you reconnected, the system will perform updating.
Once the updating process is finished, change date on your phone to auto date. Then follow the normal casting process."

So the solution of going back in time and setting the date to March 8th worked, the Chromecast reconnected and updated.
I think Google engineers don't want to implement a temporary solution like this.
