Nest Hub will not connect to WiFi

Moved into an apartment which has a universal WiFi system, thus no router or modem. My Nest cannot find the wifi even though I have a strong signal on my phone.Have reset and done so many restarts but no joy.@Link @Nest

I log onto the building WiFi then onto an apartment log on.

Yes my phone recognizes it but Nest can’t connect to it.
