Consider teaching it your voice again under settings 

Do you have an under age or child account linked to your Google Home? 

Used to have same issue and I disconnected the offending speaker from the wifi and added it again, it worked.

Only one speaker can respond at a time. If you want to choose the right speaker as the one that responds, you can unpair the speakers and pair them again, and then choose the right speaker as the one that responds to voice commands. Or you can physic...
