Google Home routines - option not available to home member

I have a bunch of routines setup on my phone in the Google Home app.  As I understand it, those cannot be shared with other family members.  When my spouse, who I invited as a manager and has access to all devices, goes into Google Home, they are missing most of the options I have like lights, call home, broadcast, thermostat, routines, etc.  They have media and one other option in the top level options under "Home" on the home screen of the app.  

How can they create routines on their phone?

We have various Google Homes, Minis, Hubs, etc.

Yes, I need help.  We restarted their phone, made sure Home app was up to date and that they were setup as manager.  Their voice match and but a lot of options I have are missing for them.

Yes.  I looked at the troubleshooting and it didn't help.   We are in the US and the language is set to English.  Those are the only troubleshooting steps in that article.

Sorry to hear that you're still having this issue. Have you tried uninstalling and reinstalling the app? Have you also tried unlinking and relinking the devices?
