So this isn't a customer support form this is a community forum made up of members of the public like myself. Saying this I suspect if you added the funds in one country and then changed countries you wouldn't be able to withdraw. Were the funds added in the US if you're in the US currently? Have you changed your country address in your Google account settings?
Apologies for the late response here, but I wanted to hop in here to see how I could help.
While I don't have an answer for you on this, I would suggest visiting the Google Play Community and writing a thread there to see how they could help answer you question.
Sorry to hear that you're still having this issue. I would suggest speaking with someone in the Google Play Community as I stated previously as I'm unable to do anything here.
