Can you add one camera to two different accounts?
I know that you can add a camera and name it a different location and then add someone to your account to share but that's not what I want to do.
I have a personal account and my sister has a personal account and we would like to add the same camera to both of our personal accounts. Is that possible or what is the way around doing that?

I'm just another Google Nest customer, but there's no way to add a camera to two different Google Accounts. It's just not designed that way.

can I add the camera to my account as a different “home” and share only that specific one with her then? And will she still get notifications for both her camera and the one that I shared or will she only get notification from the one she’s signed into?

AmandaE, your family member will only have access to the devices in the home structure they’re added to. They don’t have access to other devices paired in other homes. To learn more about member access, check out this guide: Share a home and devices in the Google Home app.
