Display Hub Max Camera not connecting for live streaming It works using Duo.

Camera works for Duo and it’s able to connect to wifi, just not connecting to stream. When changing monitoring ability button it quickly switches back to off. I have restarted, checked WiFi, and done a factory reset. Nothing is working and I still cannot view the camera from either the Google Home or Nest apps or my other Hub display.
