I received an email on April 7, 2023 and another email today informing me about my free Drop Cam replacement. When I click on the link on either email, I get directed to the website to buy a Drop Cam and on the checkout page, I'm being charged $107.74. I'm hesitant to press "confirm purchase" because a rebate wasn't applied. There is an ability to add a promo code but there was no promo code on either email.

You could try contacting Support about whether you qualify for a replacement. I think that you had to have your Dropcam on an active Nest Aware subscription in April 2023 when they announced they were dropping support for Dropcams:
To contact Support:

2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.

Should get a new nest cam for free. They killed your dropcam so they owe you that. It’s a promotional code to check out with. Keep in mind though you can’t use the new 2 gen cameras with the nest app anymore, apparently ever again, they want everyone to go to their sh!t Google Home app. It completely sucks compared to nest app.

Uso el servicio de Nest Aware desde hace mas de 7 años, quedaron que me iban a reemplazar mis camaras y no lo han hecho, ya que el codigo que me enviaron no sirve en el link para comprar en la pagina de Mexico, y sigo esperando despues de 2 meses, los link que pones no resuelven nada, solo pones la misma queja sin solucion alguna.

Now that you stopped supporting dropcams, what will I do with these 7 cams I was using, what are you proposing?

At least you got an email. They just told me Dropcam would turn into to a paperweight. No offers of anything. And I have multiple other nest cams with Nest aware subscription for many years. If I didn't have so many I would get rid of them. I wasn't upset until I learned they giving out free ones, just not to me.

Wow veo un gran problema y que a nadie le han hecho valida la posibilidad de reemplazar sus cámaras, yo tengo promesas y promesas pero nada cumplido, creo que los de México debemos de iniciar una demanda colectiva en PROFECO para hacer valer nuestros derechos, ya que no son cámaras baratas y además pagamos una suscripción mes tras mes, interesados favor de contactarme a # ya estoy arto de las largas que me dan. Si alguien sabe como entablar también una demanda en USA aviseme por favor.
