I'm getting NC033 error during my Nest Hello Install

I'm trying to install my Nest Hello.  In doing so, it was originally having issues connecting to my nest camera and so I moved the camera near my Nest Hello Doorbell.  After that it was able to connect and then showed that camera was testing NEST Network after going through wifi tests, etc..  It then fails on NC033 error and says either to reconsider Nest Hello or Assistant placement.
 
I have 3 Goggle WIFI hotspots of which 2 are near.  Has someone seen this or know how to fix this issue.

NC030 means your doorbell couldn’t connect to another Nest product in your home to finish the setup process. Some simple things to check:
  1. Check you're using the latest version of the Google Nest app in the Apple App Store.
     
  2. Force restart the Google Nest app. On an iPhone X or later, or an iPad with iOS 12 or later, or iPadOS, from the Home screen, swipe up from the bottom of the screen and pause slightly in the middle of the screen. On an iPhone 8 or earlier, double-click the Home button to show your most recently used apps. Swipe right or left to find the Nest app. Then swipe up to close it. Re-open the app.
If those steps don't help, let's try these steps:
 
Restart Nest Hello
  1. Insert the included release tool, a drawing pin or a paper clip into the hole at the bottom of your doorbell. Then remove it from the backplate. Leave Hello connected to the wires.
  2. Insert the release tool into the hole on the back of Hello. Hold down until Hello’s light turns off (about 10 seconds) then release. Do not hold down the doorbell button on the front of Hello or it will be reset to factory defaults.
If that doesn't resolve, move your doorbell closer to your other Nest product(s)
 
If you can, temporarily move your other Nest product within 1 m (3 ft) of Hello while you’re connecting to Wi-Fi. Also make sure that your phone is close to both devices. Or you can temporarily move Hello:
  1. Unmount Hello. Insert the included release tool (or a drawing pin) into the hole at the bottom of Hello and pull it off the base.
  2. Use a standard micro USB charge cable to plug Hello into a power socket that’s closer to your other Nest product.
  3. Make sure that Hello has finished restarting before trying to connect it to the app again.
