Yes. See this topic in Google Nest Help about sharing access to the Google Nest devices in your Google "home": "...only home members who also sign in with a Google Account will be able to see your Nest products in the Nest app":

Thanks for reaching out! Absolutely! Your family member must have an account so you can share access to your Nest Hello doorbell live video. Your family members must use a Google account when you're adding them.
