Nest Doorbell Mounting Height

I'm in the process of mounting my nest doorbell Gen 2 and I see that the instructions call for it to be mounted 4 ft high. My question is, if I want to ensure that the doorbell can see packages on the ground, should I measure 4 ft to the bottom of the doorbell, or 4 ft to the top of the doorbell? Since the doorbell itself is quite tall, I could see this making a difference.
