I have an issue that in that My Nest IQ indoor cannot be added to my home in which I have an active Nest Aware subscription yet can be added to a new "home" for which does not have a Nest aware subscription. When I try I get the NC009 error.
What does NOT work;
-Resetting, Restarting, Signing in/out, Reinstalling the app, doing anything with my own network as it acts the same over the three different networks I tried.
I suspect this is a 100% google Nest issue on thier end which I have no idea how to resolve.

There have been numerous recent posts like yours, where customers cannot add a Google Nest device to an existing home. Apparently, the customer's Google Nest "home/structure" gets corrupted somehow on Google Nest's servers, and Google Nest either cannot or will not fix it.
On the thread below, a couple of customers resolved the problem by removing all of their Google Nest devices from their current Google Nest "home/structure". Once they had emptied their "home", they were then able to add back all of their devices, including the one they couldn't add earlier.
