I have a nest outdoor camera which is not being recognised by the app or connecting
I have power to the camera
I have tried factory resetting, deleted and re installed the app
when I try to connect a new device it picks up the camera but states the message this camera is connected to another account

Are you the original owner of it? Or have you moved where there is already a device set up? Once I have more information I can assist you further.

How long have you had your camera for? I am wondering if it may be possibly dying? Is it receiving it's required power requirements? I would check to make sure that your cameras Power Requirements are met. I look forward to your response.
