Nest wired doorbell only visible to owner

I installed the Nest App on my mother's  Tablet and set up the wired doorbell with out issue. I then installed Google Home and invited my father to the household as a full access member. Both my parents have identical 5g Motorola phones. My mother is the owner of the doorbell and she can connect to it from her phone and tablet via Google Home and through the nest app on her tablet. My father has the door bell icon on his phone, but when he ties to connect it goes to the doorbell screen and says trying to connect. I have confirmed his permission or on for his phone (mic/camera/location) and he is a member of the same household. I'm unable to establish a connection.  I sent myself a invite  (also current android phone) and I get same results as fathr. Please help me troubleshoot this issue
