We are seeing some difficulties in our school building as it appears that casts are being sent simultaneously from one Chromebook to numerous Chromecast devices. As I'm looking for it, I though I'd post here as well in case anyone else has encountered something similar.
With roughly 25 Chromecasts connected to the same wifi network as our Chromebooks, we always have a good selection of devices to cast to. One teacher said this morning that she was able to project to her room as usual, but it also appeared in the adjacent classroom. At the moment, the teacher in the classroom next door wasn't casting.
As I tried to reproduce the problem, I saw that some of the devices displayed "casting screen" while other devices displayed "chrome mirroring." Anyone who is aware of the difference in reasoning Could it be that they are casting on a tab rather than a desktop?

I apologize for the late response, and thank you for being patient! Were you able to figure out that casting issue? If not, I'd be happy to help this out. Now, without the use of an HDMI splitter, you're not supposed to be able to simultaneously cast to multiple devices. Just out of curiosity, what model of Chromecast is your school using? When this problem occurs, try stopping the casting on the duplicate screen to see if it ends the casting on one screen, or both.
