I have a defective device and it seems impossible to submit a claim or even connect to someone to ask for help. The help page keeps circling back to the beginning on the “I would like to replace my defective device” page and asking me to describe my issue over and over, just to get me back to the beginning again. Are they deliberately making it impossible to submit a claim for this thing or am I missing something?

The best way to do that is to contact the support team:
Enter a one line summary > Next > Next step > Next step > then select to get a call, call the team, or start a live chat as available at the time in your country.
