Optimizing video doesn't work consistently

Hi there

There's some websites I stream from regularly, but they don't have their own casting fuction.
That's why I just cast the tab when I want to view something from those websites.
I can only do this when I'm not doing anything else though (or when my roommate is not using a lot of internet) cause of the jittering, but the optimize function is a great solution to that!
Never had any jittering at all with optimized video!
The only problem is that I can't get chrome to optimize video's consistently.
I have it set to "automatically optimize", but it usually never does, checking or unchecking this option doesn't do anything.
So then I have to close and re-open the browser 20 times, or keep refreshing the page until it works all of a sudden. (If it even works at all, many times I just give up trying...)
When I click "yes" when chrome gives me the pop-up where it asks me if i want it to optimize, that always works, but I have no idea how to get chrome to give me the popup.
I never clicked "don't ask me again", the pop-up just only comes like 1 out of 10 times I try to stream something.

I've seen people with this exact problem on other forums, so I'm not alone, but I never found an answer.
The only answer people give is that this is because the website i'm using doesn't support optimizing, but I know it does, and have gotten it to work already, so that's not the problem.
I've tried re-installing chrome, I've tried it on canary, I've tried it on my girlfriends laptop, but the problem is always the same: it works, but just 1 out of 20 times trying.

Can anybody help please?
I can deal with it just not working on these websites, but knowing it does work sometimes, and other times not, that's just toooo frustrating!

Quick question —  can you see the Cast button on the website within the video or audio player? Please make sure that your computer's OS is updated. Rebooting your computer and Chromecast might also help.
