Using a Chromecast device without Wi-Fi

I have a Motorola Moto stylus g phone. I am going to be traveling in an rv, no Wi-Fi, and I want to be able to mirror my phone to my tv. I was told that a Chromecast device could do this, in guest mode. Has anybody ever done this? Is this true? Does anybody have any expertise on this matter?

Guest mode was discontinued several months ago now. Even then, it still required the Chromecast to be connected to Wi-Fi so couldn't have helped you in this use case unfortunately. 

Chromecast always requires Wi-Fi and an internet connection to function.
