Also having this problem once again, it was fine 24 hours ago. Restarting phone and Chromecast has made no difference, having to go into the home app to do this is a completely rubbish experience

Not OP but yes the problem still exists for me. It works in the Home app and only in the Home app when it is in focus.

Haven't mirrored my android screen don't know how, but I was happy with the way things were working
I consulted a higher tier of support about this, and they weren't able to re-create the issue on their end. They suggested that you all give these steps a try to see if it resolves the issue, or if the problem persists:

If you've tried the troubleshooting steps, and the volume keys are still unresponsive outside the Google Home app, there may be a deeper issue. This has been a problem in the past, so hopefully our engineering team can look into this and resolve it again. If you have the time, would you be willing to submit feedback via the Google Home with logs enabled? That way, if there are errors being thrown by the Google Home app, our engineering team will have an easier time finding them.
