Connecting to Android personal Hotspot

I have a Google Nest Mini 2nd Gen and I currently do not have WiFi where I reside. I want to know if it is possible to connect my nest to my android phones hotspot and if so how?

You can set it up using a mobile hotspot 

But when you want to cast something to the device you need an extra device connected to your mobile hotspot. It probably won't be possible from the device that is providing the mobile hotspot.

This is the correct answer.  If you have a third device you could do it... So setup your phone as the hotspot... Use another android device, also connected to your phone, to setup and control the nest mini.
