Google mini still linked to previous user after multiple factory resets

I'm experiencing the same problem as this retired post. I moved a 1st gen mini from one WiFi SSID to another and it wouldn't connect. I factory reset using the button on the bottom a few times. After each reset, when I tried set the mini up again in Google home, it still recognized the previous name of the mini and gave me the "this devices is linked to another user, please factory reset" error. I even tried the factory reset method where you plug and unplug the mini 11 times, waiting for the 4 white dots each time...even after doing that reset method multiple times, I still have the same problem.

Is it possible you have a 2nd gen unit? For the 2nd gen model, you need to switch the mic off on the side of the speaker first and the lights will turn orange. Then press and hold the centre of the Nest Mini, where the lights are on top. After five seconds, your device will begin the factory reset process. Continue to hold for about 10 seconds more, until a sound confirms that the device is resetting.
