Nest IQ - says “connected to another account” factory reset did not work

I bought this camera 2 years ago. Made me create a Google account to use it. I don’t remember the login un or pw. 
now I’m trying to get it working again. It says it’s connected to another account. 

Factory reset showing blue. Still says connected to another account.

what to do. This was an expensive camera.

Google Nest's instructions say that after you do a factory reset you still have to remove the camera from the Google Nest app if you're going to give the camera to someone else, which--in effect--is what you're trying to do in attempting to set up the camera on a different account:
