Unable to set up Nest Aware emergency calling: "It looks like you're not at this address"

I just signed up for a Nest Aware subscription and am trying to set up emergency calling.  The app asks me to confirm my address (which is correct and where I am).  I hit "Next".  A dialog then appears that says "It looks like you're not at this address".  I choose "Try again".  Another dialog then appears that says "Allow Google Home to use your phone's location".  So I hit Settings, then App permissions, and the "Home" app is listed under "Allowed all the time".  At this point, I'm stuck in an endless loop.

 

Any suggestions would be appreciated.  Thanks!

I apologize for my late response and thank you for all of your patience while waiting for a reply. I can definitely understand how frustrating your situation must be, but I wanted to make sure that your issue was addressed. Have you checked your Google account information as to what the address is saved as there? It could be going off of the accounts address and maybe not the location. I would check your location settings on your phone as well.

Thanks Brad.  I don't see an address at https://myaccount.google.com/personal-info.  Was there somewhere else you meant for me to check?  Location settings are turned on.  The problem has not been addressed; it still doesn't work.

Yes that is where I was asking you to check out! If that information is correct there. Are you trying to use a G Suite account by chance? Those are not allowed to be used.

That doesn't help.  Still get the same error message when following the instructions there, which is what I was already trying.

I would suggest you Restart, Factory Reset the device a few times and then follow with those steps each time. If you continue to run into this issue, please reach out to Support for assistance.
