Half of Nest Protects didn't reconnect after internet was restored

I had a brief internet outage, reset my router, and my devices like phone and laptop came back online right away. However, only 3 out my 6 wired Protects reconnected. Half are operating normally, but the other half remain offline and nothing I've tried to reconnect them has worked. I updated the app, verified my wifi login, restarted the router, and finally removed the Protects from my account and restored them to factory settings.

Location doesn't seem to be an issue. For example, the Protects in 2 bedrooms work fine, but the bedroom in between them does not work.  I have wifi extenders on all floors and all seem to be operating normally.

Everything was working fine for months until the internet outage. Any ideas of what could be happening? I'm going crazy. Thank you!
