Blue Wire installation

On my Emerson thermostat the blue wire was not connected. should it be connected on my Nest thermostat? I have notice the battery is not charging and the fan is running all the time.

You should definitely connect it. That's probably your c wire which is able to provide a constant sound of power. What you described is behavior compensating for a lack of power in which the thermostat will run a circuit in order to siphon off power and charge the battery.
