Can I set up my Nest Thermostates w/o internet?

Device is installed. The power is on but it shows a message, "Continue setup in the google home app".  This is a new construction an there is NO internet yet.  What can I do?

The Google Nest Thermostat requires an internet connection to set up.  You can use your phone Hot Spot to temporarily set it up.
