Can a nest learning thermostat control a nest non learning thermostat

I have two thermostats in my home one on the bottom floor and one on the upper level. I installed a learning thermostat in the hallway of the bottom floor. I was wondering if I can install a non-learning thermostat on the upper level, and would the nest learning thermostat automatically be able to control the temperature on it?

The basic concept is not available. Thermostats do not control one another nor the design to do that. The basic thermostat is designed to provide input and control over a single HVAC system. if you have two separate HVAC system or you have a primary system with a zone control system. You basically have a single thermostat controlling the main system and a second thermostat controlling the second system.

perhaps you could explain the situation where you think you need to be able to control the main thermostat with a remote thermostat?

I have a primary system with zone control system. I have a non learning thermostat currently and bought a new learning thermostat recently. I like how it adjusts when i am away. So i was wondering instead of changing the non learning thermostat to new model if there is an developer api or something that can be utilized so that this learning thermostat can adjust the temperature on that.

When you have a multi-zone system, each zone has it own control thermostat. As I might mentioned the key is the zone controller.  Some have a “primary” control assigned to Zone 1.  That primary is the overriding control thermostat. However, not all zone controllers have that feature, sadly. If you can get me the make and model number of your zone controller I can check my many manuals and see if have one that matches.  I can then look of the operation sequence of your zone controller.
