Yes, you will need a separate Google Nest Power Connector for each thermostat that you have.

Hi @scbristol - it all depends on how your house heating is set up and if it's considered a zoned system. This support article from Google does a great job showing the different set ups and how you can figure out which one you have.

Hey Etabeyta,
While you could install one at a time, to ensure that you get proper performance from your HVAC system, it would be best to install them both at the same time to make sure you don't have any power issues at either point. If you can only do one for now, however, you could still start there and get to the second one when possible. Let me know if you have any other questions.
