Heat pump won't stop heating

My heat pump won't stop heating after it has reached the set point.

e.g. if I set it to 70 degrees, it will keep running. I can wake up to a 90-degree home.

Cooling works fine.

When the heat pump keeps going, I can change to cool and then immediately turn it off. 

e.g. Heat set point 70, reaches 90

turn on cool

turn off cool

Did this happen after a new installation of a nest or was nest working properly then this problem started?

New nest. 

It *feels* like the heat wants to turn off, but it doesn't.
