Home app can't find nest thermostat

I have installed the nest thermostat but i can't get my phone to find it when connecting via Bluetooth. I have followed all the troubleshooting options but it's still not connecting.

Doesn't it connect via Wifi and location, not bluetooth?

I couldn't connect it to my phone via Bluetooth on order to finish the set up. I called the help desk and it was decided i have a faulty unit
