How do I connect another phone to my Google Mine

I want to set up two phones to my Google mini but It won't let me please tell me how I set up the two phones

If the second phone is logged onto the Google Home app or Google Nest app with a different Google (gmail) account, you can go to Settings | Household in the Google Home app and invite that person into your "household". Note that all household members have complete control of everything:
