How do I permanently change the temperatures on my echo setting?!

Are you asking how to set the Eco temperature?  That's under "Settings".  On home.nest.com, for example, it's in Options under the Settings menu.

Or are you asking how to perform a permanent hold, so that the Nest constantly calls for your Eco temperature?  For that, you turn Eco Mode on, e.g. by clicking on the little leaf symbol.  Be sure that Home/Away Assist is turned off.
