I live in a condo with hot water radiant panels. Not sure why one wire goes to the Y as I thought Y was for cooling.

You will need a C wire for the Nest to keep battery powered.
Can you go to the heating system and post pics of where the thermostat wires connect on that end so we can determine if you have a place to connect a C wire.

I live in a condo so there is no heating system in my room, the entire building is hot water heated.
Could I cut that white wire and use that as c?

The C common needs to come from the transformer on the heating system so without seeing if there is a common terminal at the heater no way to know if you can connect one.
If you cannot access the equipment then only other option is to use a 24V transformer that plugs into the wall near the thermostat but then you will see the wire going up the wall to the Nest unless you want to try and snake it behind the sheetrock.
