Both the QR code and the code you can enter manually cause the Nest app to think I have a basic style Nest thermostat - not the learning one. and, it does not pair. I bought two of them, and the upstairs one did the pairing fine and knew it was a learning thermostat. took just a couple mins. I have tried the downstairs one several times - no success

I'm sorry to hear about the issue that you're having when trying to set up your other Nest thermostat. I'm sure you have tried everything on your end, but I'm happy to help.
Do you mind me asking if you're getting any message codes during the process, and what's the message? Also, were you able to finish the set up without connecting it to the WI-Fi network or in the Nest App? Have a look at this article and let us know if you need more help.
