Limiting tenants use of nest thermostat

Can I limit how low a tenant sets air

without monitoring from away from rental?

You can use the Nest App to set this up. Go to your Nest App, then choose the home, next select the thermostat in the home. Next tap the settings in upper right coner. Next scroll upwards till you see Lock. Tap Lock and then you will be prompted to set a 4-digit PIN. After you set the PIN you will be prompted the temperature range. The range sets how cold or how hot the dial can be used to set temperature.

@Mikesacct , 

as the primary owner of the Nest Thermostat, you can set a 4-digit lock PIN and when you do you ca set the high and low  temperature they can access.  When locked they cannot do anything but change the temperature within the range you set, and change from heating to cooling or vice versa.
