Nest thermostat-1.4 power question

Hello,

Nest thermostat. Wiring error message N261 Connected wires C-W-R

Power info: Vin: 26.235V

lin: 39

ps: C-39

 

Multimeter readings at the cables:

R-W: 26.4V

R-C: 26.4V

C-W:0V

what is the issue with the error? How I can fix it?

I solved the problem, I have an older TACO zone controller, with two wires only (TT).

I used the following link info to correctly cable my nest

I'm dealing with the exact same thing. Extremely frustrating.
