I just purchased three Nest thermostats as I have three HVAC units for my home. I installed the first one and could not get it to cool. It says that it's cooling but no matter how far I lower the temp, it doesn't blow cold air and the outside condenser never kicks on. I went ahead and installed a second Nest on a different unit in the house and had the same problem. I then removed the second one and re-installed the thermostat that was there before and the unit came on just fine so I know it's not a problem with my equipment.
Before I return these thermostats I thought I would reach out to see if you have any ideas.

I have seen this problem when the thermostat conductor, the bare copper, is not fully inserted or stripped back far enough to reach the back of the nest connector. The bare copper must be straight and fully inserted. Do me a favor, take a picture of your nest backplate showing the wires attached.

I have removed the thermostat because it's 107 degrees here so I had to reinstall my previous thermostat to cool the house. Unfortunately, I can't take a picture for you. I can say with confidence that I did have the wire's stripped back enough for the copper to be inserted properly. Also, it happened on both thermostats.

The nest installation instructions. It rises you to take a picture of your old thermostat with the wires attached, so how about doing me a favor and showing me how that unit is wired?
