We just recently started to transition to smart thermostats for our organization using the 3rd gen Nest thermostat. Installation and setup (on the Nest app) has gone relatively smoothly for our headquarters location, but when I try to set up installed thermostats on the nest app at our outside locations, Im having no luck.
Through my research I noticed that is says an account is only limited to 2 locations. Even after setting up separate google email addresses with separate Nest accounts, I am still having no luck connecting anything outside headquarters to the app. Wifi isn't the issue because I can connect them to the internet manually without the app. I've gone through the motions of the troubleshooting guide, resetting and swapping out thermostats due to the possibility of it being defective with no success. I'm beginning to think we may need to try something other than Google Nest for our outside locations, but we're already heavily invested in the this project and I would like to try absolutely everything possible before we scrap our current plan and navigate to a different solution.
I noticed while combing through the threads here that devices have certain settings or allowances that need to be in place before anything is allowed to work. I'm curious to know what specifically those are, as we're currently only using one device to connect all these thermostats. Sadly I couldn't find anything that really resembles our issue. Any advice outside of what's officially available through the Google online troubleshooting guide would be most welcome. We would greatly appreciate the help, thank you.

Each location needs to be a separate Home. The Nest App can support up to 5 separate homes if you are signing in with a Google Account. Nest account can only have 3 homes.
You must be physically at each Home Location when setting up the Nest App for that location's thermostat.
Your phone must be connected to the same Wifi as the Nest thermostat.
Each home can have up to 20 thermostats, but all must be in the same physical location and connected to the same Wifi.
