No Air Conditioning

I'm wiring a Heat Pump with my Goggle Nest Learning Thermostat Generation 3.

Only two wires were connected to the old Thermostat. 

White wire to C and Red wire with jumper to Rc and R .

I installed my Goggle Generation 3 and hooked white wire to C and Red wire to Rc and also tried to hook Red wire to R, same result, no AC?

To understand your system, let me ask if you could post a picture of the wiring configuration on your previous thermostat. 

Also, if you could share more details about your HVAC system, it will be very useful for us to determine the correct position on your Nest Thermostat.
