Is this a new issue, or has the fan always run constantly after being installed?  Can you check what your voltage reading on the nest is?

Always runs. Thought it was set for 15 min between 8am and 8 pm

Same problem. Never use to run all the time and now does.

Have you tried restarting the thermostat to see if it continues?  If it does, then a factory reset is the nest step (this will rule out a software / setting issue).

I might have found it. Go to settings, go to fan settings. This was set for some reason to run noon to midnight. I just turned this off and it stopped.
