What I previously had for wiring
and what I have currently running

Because you have the fan connected to the cooling and the cooling connected to the fan.
Try this wiring.
Green - G to G
Blue - B to OB
White - W/E to * (set for Emergency heat)
Brown - W2 to W2 (set as AUX heat)
Red - RH to Rc (jumper to RC not needed)
Yellow - Y1 to Y1
Orange - Y2 to Y2
Black - S1 - not used
You will also need to change the reversing valve setting.

The pump will not turn to heat or cool in this config, but the fan turns on

It sounds like there is something wrong with your system other than the Nest.
If you connect the Yellow, Green, and Red wires together the system should turn on and blow cool air. This will tell us if the problem is with your system or the Nest.
Did the orange wire connect to the S1 or Y2 terminal on the old thermostat? Looking at your original thermostat's wiring again and I think I might have it in the wrong place.

On the original thermostat the orange wire was connected to Y2.
There is a black wire that went to S1 and was not used in the nest.
I have reattached the old thermostat and everything cycles fine and works as it should.

I'm at a loss at what the problem is except that the Nest might be bad.
