Thermostat locking and setting to OFF

Hi all, I am looking for some confirmation on the scenario below if the lock should stop it from happening? 

 
We set our Thermostat to off, then enter a lock code and lock the temp ranges say 16-21. 
 
The thermostat displays OFF on the display, if the display is pushed we can select to Mode option and turn the heating back on? 
 
If the thermostat is locked and set to OFF shouldn't this lock stop a user from turning the heating back on? we have multiple stats in different properties and some do the above and some lock it out completely so it cannot be turned on, we are not sure which is working in the correct manner? 
 
Any help would be appreciated, what we want is, when the stat is locked and off a user shouldn't be able to access the heat option and turn it back on as it has been set to off for a reason.

If you select a temp range and lock you will still have the option to turn the heat mode back on but with the lock function you will only be able to move around that range.
 
If you want to set it off that would be perfectly fine but the lock option was meant to stop using the heat or stop using it outside a range. But the heat mode will be accessible. Please check this link for further info.
