When I set the nest thermostat to cool, cool air blows in the main area and in one of the bedrooms. in the second bedroom, hot air blows. please note, i DO NOT HAVE A "HEAT PUMP" I live in an apartment. only solutions online i've found are for heat pump, but this is a conventional nest. I don't know what generation it is, but I've attached a picture of the wiring here. is there any solution on my end or do I have to contact maintenance?

Post a picture of the original thermostat wiring if you have it

this is the original wiring (or at least the only wiring i know of, this is how it was wired when i moved in)

So the Nest was already installed when you moved in!?
Do you only have one thermostat, or is there another one?
There isn't any way that the thermostat (or any thermostat) can cause heat to only blow into a single room and not others. You could get it to happen if you have multiple thermostats controlling zones or multiple HVAC units.
Your best bet is to check your ducting and see if that bed room has a problem.
