I had to factory reset the google nest router due to being offline constantly. ISP Spectrum indicated their line is up and running. When I factory reset the router it’s pulsing white and based on the guide it’s ready for setup but whenever I click on add device to my home it’s unable to find the device(Google Nest Router. It just fails on the “looking for devices”
ive tried disconnect the power and Ethernet from the router and modem multiple times but still unable to work.
I’ve tried uninstalling and reinstalling home app but no good as well.
The router is next to my modem

Please see the below to manually factory reset the Google Nest devices. The second article addresses issues when setting up using an iOS device caused by default settings enabled by Apple;

Hi,
yes it works when I Factory reset on the actual router rather than on the app. However, I am still experiencing constant offline with the router and WiFi points. It’ll occur 2x a day
