We just purchased the Google Nest Wifi router with one access point. I got it downloaded to my phone but does the next person wanting to download the app have to turn off the router and point each time? Also, how does someone who is visiting get access to our Wifi?

If you're thinking people who want to just use your Wi-Fi have to download and use the Google Home app, that's not the case. Once you've setup your Nest Wifi it acts the same as any other router in as much as you share the network name and password with those you want to be able to join your Wi-Fi network.

I got the router set up but it never stopped and asked me to set up a password. What could have happened?

What davidking mentioned is correct as far as letting people connect to your network. It will ask for the password when someone tries to connect to your network, they will be prompted to input the password you have previously set for your WiFi network into their device. At this point you will share it with them. You also have the option of setting up a Guest Network through the Home app. Instructions for doing that are below:
