Google wifi (not nest) won't complete setup at new address.

Details; spectrum internet with standalone modem (no wifi router. )

Three gen 1 Google wifi points. 

Note 8 running Android 9

We have had three gen 1 wifi points for several years.  Original setup and one subsequent factory reset and new setup went fine.  Last time was with spectrum internet.  We're just moved and kept our existing spectrum account and modem.  I deleted our old home in Google Home and did a factory setup on all three points.  I setup a home in Google home and then went to add devices to setup the first wifi point.  I plugged in the first wifi point and connected it to the modem via cat 5 cable. The process started as expected.  The home app searched for and found the wifi point.  It asked me to scan the q code on the wifi point.  After scanning that it asked me to name the point then to set the wifi password.  Then it started running the setup.  It appears to go through the process giving me verbal progress cues.  But then reaches a point where the screen image just spins for several minutes with no updates then tells me "something went wrong. " when I touch the screen it tells me I lost the connection and to check that wifi is enabled on my phone. 

I tried this process multiple times and tried using each of these three points as the router.  Same outcome.  I know it is not wifi on my phone as the phone connects fine to multiple other wifi networks. 

Any help would be appreciated.
