Are you doing what following instructions tell you to when setting it up?
Where do you live? Reason I ask is that Nest Wifi won't work in all countries, like China for instance where Google is blocked.
Where did you buy the unit? Reason I ask is that wifi (the standard/ protocol) have different restrictions in different parts of the world. For instance, US units would not be able to pair up with EU units, at least not in my experience, because they default to a different 5GHz channel than EU units do. So make sure your unit(s) is made for your region.

I’m having the same issue. I’m in Texas, bought through Amazon and although the google WiFi is found through google home, when I press next I get a half spinning wheel and then a blank white screen. Can you assist? I removed the google home app and re downloaded it, unplugged the WiFi for 5 min and have the same issue

What modem, and is it in bridge mode? What IP does a computer get if you plug the ethernet cable straight from the modem to it? Have you tried with the Google Home app from a different device? Have you tried resetting the Google Wifi (https://support.google.com/googlenest/answer/6246619?hl=en)?
