On Google Wifi, how do I set time limits on local network access?

I have a number of Roku TVs in my house and I have time limits set so that the kids can't use Netflix, Disney, etc late at night. However, they've figured out that they can still access movies on local Plex server after the internet shuts off. How do I include that in the time limits?
